New Jersey lawmakers have declared a state of emergency as forecasters warn the East Coast is about to be bombarded with eight inches of snow - placing millions of people under weather warnings. The state's Governor Phil Murphy made the announcement Saturday night ahead of an Arctic Blast which is set to barrel in on Sunday morning and dump one inch of snow per hour over the Garden State. Murphy told New Jersey residents to avoid traveling by car unless the journey is essential.
