<p>Senate Minority Leader Chuck Schumer demanded Health and Human Services Secretary Robert F. Kennedy Jr. declare a nationwide emergency over spiking measles cases, accusing him of fueling the outbreak by dismantling public health and undermining trust in vaccines.</p>

<p>"Under your tutelage as Secretary, you have undermined vaccines, gutted public health funding, and dismantled core federal protections meant to keep Americans safe," Schumer wrote in a July 11 letter.</p>

<p>"You have walked our country into the nation's largest measles outbreak in 33 years," he added.</p>

<p>Measles cases skyrocket, especially in unvaccinated</p>

<p>A quarter century after measles were eradicated in the U.S., cases have skyrocketed this year, reaching 1,288 confirmed cases across 39 states, according to the Centers for Disease Control and Prevention. Three people have died this year. Officials say almost nine in ten of the cases are spread across New Mexico and Texas, the site of a Mennonite community that became the initial hub of the outbreak earlier this year.</p>

<p>Most cases – 65% – are in people 19 years old and younger, and the vast majority – 92% – are unvaccinated people.</p>

<p>Health and Human Services Secretary Robert F. Kennedy Jr. fired all 17 members of a vaccine advisory panel, replacing them with some vaccine skeptics.</p>

<p>The outbreak has turned attention and heavy criticism from health experts towards Kennedy's vaccine skepticism and baseless claims that vaccines are dangerous and ineffective. Kennedy has said the measles vaccine weakens over time – a claim disputed by scientists – and that "we can't rely simply on the vaccine" to address the outbreak.</p>

<p>He has also downplayed the measles outbreak, saying more focus should be turned on chronic diseases like diabetes and autism instead.</p>

<p>In May, Kennedy directed the CDC to find new "scientific process" for treating measles and other diseases with drugs and vitamins. Although vaccines would still be recommended as the best way to prevent the disease, some "may choose not to vaccinate."</p>

<p>Kennedy fired all 17 members of a vaccine advisory last month, refilling it with some vaccine skeptics who have announced their first priority would be retooling vaccine recommendations for children.</p>

<p>Kennedy's drastic cuts to department programs and slashing of thousands of workers at the department have sparked alarm from public health experts and outrage from Democratic lawmakers. Kennedy said in April he would sack 10,000 Health and Human Services employees as part of the Trump administration's efforts to downsize the federal workforce.</p>

<p>Since then, the department has faced a myriad of legal challenges, most recently from top medical organizations over Kennedy dropping the COVID vaccine from the list of recommended shots for children and pregnant women.</p>

<p>Schumer is the latest Democrat on Capitol Hill to upbraid Kennedy in recent days over the measles outbreak.</p>

<p>"We have a record-breaking number of measles cases in America," Sen. Patty Murray, D-WA, wrote on X, accusing Kennedy of filling the vaccine panel with "unvetted vaccine skeptics."</p>

<p>"Where is our public hearing on this crisis?"</p>

<p>The measles vaccine is 97% effective at preventing the disease when administered in the recommended two doses, according to the CDC.</p>

<p>Since the start of the COVID pandemic, when skepticism of vaccines surged, buoyed by online conspiracies and distrust of public health institutions, measles vaccinations have dropped across the nation.</p>

<p>The winner of the Wimbledon women's singles tournament will receive 3 million GBP in 2025, equivalent to approximately $4.09 million.</p>

<p>It represents an 11.1% increase in prize money for the tournament champion over the 2024 amount.</p>

<p>The total combined prize money for the 2025 Wimbledon men's and women's tournaments is 38,828,000 GBP, or over $52.9 million. Both come with the same prize structure, splitting the total prize money right down the middle.</p>

<p>Federal regulators repeatedly granted appeals to remove Camp Mystic's buildings from their 100-year flood map, loosening oversight as the camp operated and expanded in a dangerous flood plain in the years before rushing waters swept away children and counselors, a review by The found.</p>

<p>The Federal Emergency Management Agency included the prestigious girls' summer camp in a "Special Flood Hazard Area" in its National Flood Insurance map for Kerr County in 2011, which means it was required to have flood insurance and faced tighter regulation on any future construction projects.</p>

<p>That designation means an area is likely to be inundated during a 100-year flood — one severe enough that it only has a 1% chance of happening in any given year.</p>

<p>Located in a low-lying area along the Guadalupe River in a region known as flash flood alley, Camp Mystic lost at least 27 campers and counselors and longtime owner Dick Eastland when historic floodwaters tore through its property before dawn on July 4.</p>

<p>The flood was far more severe than the 100-year event envisioned by FEMA, experts said, and moved so quickly in the middle of the night that it caught many off guard in a county that lacked a warning system.</p>

<p>But Syracuse University associate professor Sarah Pralle, who has extensively studied FEMA's flood map determinations, said it was "particularly disturbing" that a camp in charge of the safety of so many young people would receive exemptions from basic flood regulation.</p>

<p>"It's a mystery to me why they weren't taking proactive steps to move structures away from the risk, let alone challenging what seems like a very reasonable map that shows these structures were in the 100-year flood zone," she said.</p>

<p>Camp Mystic didn't respond to emails seeking comment and calls to it rang unanswered. The camp has called the flood an "unimaginable tragedy" and added in a statement Thursday that it had restored power for the purpose of communicating with its supporters.</p>

<p>FEMA exempted buildings at old and new sites</p>

<p>In response to an appeal, FEMA in 2013 amended the county's flood map to remove 15 of the camp's buildings from the hazard area. Records show that those buildings were part of the 99-year-old Camp Mystic Guadalupe, which was devastated by last week's flood.</p>

<p>After further appeals, FEMA removed 15 more Camp Mystic structures in 2019 and 2020 from the designation. Those buildings were located on nearby Camp Mystic Cypress Lake, a sister site that opened to campers in 2020 as part of a major expansion and suffered less damage in the flood.</p>

<p>Campers have said the cabins at Cypress Lake withstood significant damage, but those nicknamed "the flats" at the Guadalupe River camp were inundated.</p>

<p>Experts say Camp Mystic's requests to amend the FEMA map could have been an attempt to avoid the requirement to carry flood insurance, to lower the camp's insurance premiums or to pave the way for renovating or adding new structures under less costly regulations.</p>

<p>Pralle said the appeals were not surprising because communities and property owners have used them successfully to shield specific properties from regulation.</p>

<p>Analysis shows flood risks at both camp sites</p>

<p>Regardless of FEMA's determinations, the risk was obvious.</p>

<p>At least 12 structures at Camp Mystic Guadalupe were fully within FEMA's 100-year flood plain, and a few more were partially in that zone, according to an AP analysis of data provided by First Street, a data science company that specializes in modeling climate risk.</p>

<p>Jeremy Porter, the head of climate implications at First Street, said FEMA's flood insurance map underestimates flood risks. That's because it fails to take into account the effects of heavy precipitation on smaller waterways such as streams and creeks. First Street's model puts nearly all of Camp Mystic Guadalupe at risk during a 100-year flood.</p>

<p>The buildings at the newer Cypress Lake site are farther from the south fork of the flood-prone river but adjacent to Cypress Creek. FEMA's flood plain doesn't consider the small waterway a risk.</p>

<p>However, First Street's model, which takes into account heavy rain and runoff reaching the creek, shows that the majority of the Cypress Lake site lies within an area that is at risk during a 100-year flood.</p>

<p>In a statement, FEMA downplayed the significance of the flood map amendments.</p>

<p>"Flood maps are snapshots in time designed to show minimum standards for floodplain management and the highest risk areas for flood insurance," the agency wrote. "They are not predictions of where it will flood, and they don't show where it has flooded before."</p>

<p>An 'arduous' appeal process can help property owners</p>

<p>Property owners challenging FEMA's map designations hire engineers to conduct detailed studies to show where they believe the 100-year flood plain should actually be drawn. That is a "pretty arduous process" that can lead to more accurate maps while making it easier for future construction, said Chris Steubing, executive director of the Texas Floodplain Management Association, an industry group that represents floodplain managers.</p>

<p>Pralle, who reviewed the amendments for AP, noted that some of the exempted properties were within 2 feet (0.6 meters) of FEMA's flood plain by the camp's revised calculations, which she said left almost no margin for error. She said her research shows that FEMA approves about 90% of map amendment requests, and the process may favor the wealthy and well-connected.</p>

<p>A study she published in 2021 with researcher Devin Lea analyzed more than 20,000 buildings that had been removed from FEMA flood maps. It found that the amendments occurred more often in places where property values were higher, more white people lived and buildings were newer.</p>

<p>Camp expanded after 'tremendous success'</p>

<p>FEMA had cautioned in its amendments that other parts of Camp Mystic remained on the flood map, and that "any future construction or substantial improvement" would be subject to flood plain management regulations.</p>

<p>County officials not only allowed the camp to keep operating, but to dramatically expand.</p>

<p>Considered Texas royalty after decades of taking care of the daughters of elite families, Camp Mystic owners Dick and Tweety Eastland cited the "tremendous success" of their original camp in explaining the need for a second site nearby.</p>

<p>The expansion included new cabins and a dining hall, chapel, archery range and more. The camp had 557 campers and more than 100 staffers between its two locations when a state licensing agency conducted an inspection on July 2, two days before the tragedy, records show.</p>

<p>FEMA referred questions about the expansion to local officials, who didn't reply to messages seeking comment.</p>

<p>Steubing, a longtime municipal engineer in Texas, said the rain and flooding that hit Kerr County in a matter of hours were so much more intense than anything in its history that it's hard to call the flood plain management a failure.</p>

<p>Local officials likely believed they were following existing regulations when they allowed the camp to keep growing, but "then Mother Nature set a new standard," he said.</p>

<p>"You could have built things 2 feet (0.6 meters) higher, 3 feet (0.9 meters) higher, and they still might have gotten taken down," he said.</p>

<p>Drake Bell is sharing how he is raising his son to have a healthy view of masculinity.</p>

<p>During an appearance on the July 3 episode of the Tea Time with Raven & Miranda podcast, the actor, 39, discussed the topic of masculinity with Raven Symoné and her wife, Miranda Pearman-Maday.</p>

<p>Bell told the couple that when it comes to parenting his 4-year-old son Jeremy — whom he shares with ex-wife Janet Von Schmeling — he doesn't believe that masculinity is "something that you teach."</p>

<p>Instead, he said, it's a matter of instilling good values in your child. Citing the gesture of opening the door for a woman as an example, Bell explained he thinks being polite and chivalrous — without "overstepping" — is "the way that men should behave in society."</p>

<p>Bell shared a recent experience where Jeremy went to rush off an elevator when the doors opened before allowing two women to step out first. "I looked at him and I said, 'It's really important when we're on the elevator and there's girls on the elevator, you have to let the girls off first and the boys go off second,' " he recalled.</p>

<p>"It's just manners," Bell told the podcast hosts, reiterating, "I don't think that [masculinity is] something to be taught because it's something that you're discovering."</p>

<p>The Drake & Josh alum also spoke about society's tendency to label certain traits as masculine and feminine. He described Jeremy as "a boy's boy" who also likes to "lie down with his mommy" and who will pause in the middle of watching a TV show to sweetly give his dad a kiss.</p>

<p>"Now in society, it's like, 'Oh, I need to break my son of that. That's a very feminine trait. I can't have my son walking around kissing Dad on the lips,' " Drake said, explaining that he doesn't want to put such notions "into my son's brain."</p>

<p>He said his son can be "loving and caring and cuddly and kissing" and also "running up and climbing on the jungle gym and falling down and scraping his leg."</p>

<p>"I don't think that there's a separation there [with masculine and feminine traits]," the actor insisted. "I think that's just the boxes that we're putting that in."</p>

<p>"This isn't the masculine side of me, this isn't the feminine side of me," he continued. "This is the 'me' side of me, and this is just who I am."</p>

<p>When The Blue Lagoon was released in 1980, people might not have predicted how controversial the film would be or how it would continue to be talked about for years to come. It stars Brooke Shields and Christopher Atkins as two cousins who wind up shipwrecked on a deserted island as children. As time goes on and they grow into teenagers, the inevitable happens, and they fall in love and wind up having a child together.</p>

<p>Now 45 years after the movie, Atkins is being featured in Playgirl's July 2025 issue, and a handsome new shot of him was shared by the magazine on Instagram earlier this week.</p>

<p>Now 64 years old, he's just as good looking as ever, and he still has those trademark, wavy blond locks plenty of girls swooned over back in the day.</p>

<p>The interview with Atkins is a fascinating read, and the author notes, "In more ways than one, The Blue Lagoon was the answer to Playgirl's pursuit of equality: the dream of 'opposing the double standard of expectation for women's and men's sexual expression.'"</p>

<p>Of his fame from the film and being known as a sex symbol, Atkins told Playgirl:</p>

<p>"They taped an interview not long ago, and it was when Brooke had put out her documentary about being sexualized in the industry, and we talked about me being sexualized and I said in the interview, 'well I was too.' In every film I did, I had to show my a--, you know. I was sexualized, I said, but I liked it and the interview never aired, they wanted dirt. I didn't have any problem with it."</p>

<p>The Blue Lagoon was definitely groundbreaking, and odds are good that the buzz around it will continue as the years go on. One thing's for sure, it marked a major turning point in the careers of two young actors who would go on to become such huge successes.</p>
