The Open Championship 2025: Explaining cut line rules for British Open

-

 • The Open Championship 2025: Explaining cut line rules for British Open

John Leuzzi, USA TODAY NETWORKJuly 18, 2025 at 6:00 AM

Eighteen holes of golf are in the books at Royal Portrush Golf Club, and that means The Open Championship has reached Cut Day for the 156-player field.

So, who is missing the cut line? And how many?

That is the question that will soon be answered as second-round competition resumes in Northern Ireland on July 18 starting with the first group hitting the links bright and early.

REQUIRED READING: Open Championship 2025 projected cut line: Live tracker from Royal Portrush

Using the USA TODAY Sports projected cut line tracker, some of the top golfers in the world are projected not to make it to the weekend, including Bryson DeChambeau, Ryder Cup captain Keegan Bradley, Ludvig Aberg, Justin Thomas and Viktor Hovland, to name a few.

Here's what to know about the cut line rules at The Open:

How many golfers make the cut at The Open?

Those that finish in the top 70 — including ties — following the second round of competition will make the cut line at The Open Championship.

The Open cut line rules

Noted above, the cut line at the 2025 Open Championship is those who finish in the top 70, including ties, following the second round of competition at Royal Portrush Golf Club in Northern Ireland. Additionally, the "10-shot rule," where those within 10 shots of the lead after the opening two rounds will make the cut line, is not in use.

The cut line at The Open is different than some of the other majors on the PGA Tour schedule, as the U.S. Open has a cut line of top 60 and ties, while the Masters has a cut line of the top 50 and ties. Only the PGA Championship has those who finish in the top 70, including ties, make the cut line.

Shohei Ohtani is a batter, a pitcher and now an author.

The Los Angeles Dodgers star announced on Thursday that he is publishing a children's book entitled "Decoy Saves Opening Day," centered around his dog Decoy (aka. Dekopin). The book, published by Harper Collins, will be co-authored with Michael Blank, with pictures by Fanny Liem.

It is due to hit store shelves on Feb. 3.

View this post on Instagram

A post shared by Shohei Ohtani | 大谷翔平 (@shoheiohtani)

The book's synopsis:

Decoy can't wait to throw the first pitch on Opening Day of the new baseball season! The stadium has hot dogs, the biggest backyard he's ever seen, and thousands of his best human friends. It's going to be the best day ever, but—oh, no!—Decoy forgot his lucky baseball at home! Can he get his ball and make it back to the stadium before it's too late?

Decoy, a Kooikerhondje, throwing a first pitch comes straight from reality, as he "threw" the first pitch at a game last year on a night the Dodgers gave away a bobblehead of him and Ohtani.

It was extremely cute.

Per Harper Collins, Ohtani hopes to use proceeds of "Decoy Saves Opening Day" to support animal rescue organizations.

Decoy has been a featured player in Ohtani's life since the announcement of the 2023 American League MVP award, which Ohtani won unanimously in his final season with the Los Angeles Angels. Decoy, whose name was unknown until Ohtani's introduction with the Dodgers, immediately went viral while sitting on the couch with Ohtani on the broadcast and has since become beloved in both Japan and the United States.

House passes Trump's rescissions request after Epstein fallout delays vote

-

 • House passes Trump's rescissions request after Epstein fallout delays vote

Caitlin YilekJuly 17, 2025 at 11:47 PM

J. Scott Applewhite / AP

Washington — House Republicans approved a package after midnight Friday to claw back $9 billion in foreign aid and public broadcasting funding, sending it to President Trump's desk.

Congress beat a Friday end-of-day deadline to pass the bill, which is known as a rescissions request, after which the money would have had to be spent as originally intended.

Efforts to release files related to child sex offender Jeffrey Epstein stalled movement on the bill for hours.

The House combined the vote on final passage with a procedural vote, allowing members to pass the package quickly. It passed in a mostly party-line vote, with 216 voting in favor and 213 against. Two Republicans opposed it: Reps. Mike Turner of Ohio and Brian Fitzpatrick of Pennsylvania.

The bill targets roughly $8 billion for foreign assistance programs, including the United States Agency for International Development, or USAID. The package also includes about $1 billion in funding cuts for the Corporation for Public Broadcasting, which supports public radio and television stations, including NPR and PBS.

Mr. Trump hailed the vote on Truth Social early Friday morning, highlighting the cuts to public media funding.

"REPUBLICANS HAVE TRIED DOING THIS FOR 40 YEARS, AND FAILED….BUT NO MORE," he wrote. "THIS IS BIG!!!"

House Speaker Mike Johnson told reporters early Friday he's "delighted to send that over to the president's desk for signature, and he'll sign that quickly."

Before the floor vote, the package had to get through the House Rules Committee, where there was heated debate on Democrats' demands for a vote on an Epstein-related measure. All but one Republican on the committee voted against similar amendments when they were first presented earlier this week, further fueling criticism from those who want documents on Epstein released.

The controversy has divided Mr. Trump's base since his administration released a memo earlier this month saying that Epstein had no "client list" and died by suicide in 2019. Some Republicans have pushed for more disclosures in the Epstein case, though Mr. Trump has called the controversy a "hoax."

Johnson, a Louisiana Republican, defended the GOP committee members on Thursday afternoon, saying they were unfairly taking heat.

"They're trying to stick to their job and move the procedural rules to the floor so we can do our work and get the rescissions done for the American people," Johnson said.

Early Friday, Johnson claimed the White House and House Republicans are on the same page on how to handle the controversy surrounding the Epstein files.

"There's no daylight between the president and House Republicans on transparency, and he's been very clear that he wants all credible information, credible evidence, to be turned over to the people, so that the people can decide. We trust the American people and their judgment."

Democrats wanted a vote on a bipartisan measure introduced by Republican Rep. Thomas Massie of Kentucky and Democratic Rep. Ro Khanna of California that would force the Justice Department to release Epstein-related files within 30 days.

Instead, Republicans voted against the effort and offered a resolution that carries no legal weight to make the files public.

Rep. Jim McGovern of Massachusetts, the top Democrat on the House Rules Committee, noted that there would be no recourse if the Trump administration did not comply with the non-binding resolution.

"This resolution they're offering is a cover vote and I'll be surprised if they even bring it to the floor," McGovern said.

Republican Rep. Virginia Foxx of North Carolina, the committee chair, said it would be up to the majority leader whether the resolution receives a floor vote.

As the committee debated the release of the files, Mr. Trump announced that he asked Attorney General Pam Bondi "to produce any and all pertinent Grand Jury testimony, subject to Court approval." The request came after the Wall Street Journal published a letter Mr. Trump allegedly wrote to Epstein for his birthday in 2003, which the president called "fake."

House Minority Leader Hakeem Jeffries would not say Thursday afternoon whether he planned to delay a final vote past the deadline by exercising his right under House rules to speak for as long as he'd like, a power he used to make a record-breaking speech earlier this month.

"I expect that I will speak longer than a minute," the New York Democrat quipped.

Jeffries ended up speaking for about 15 minutes.

Senate passed bill early Thursday after criticism

After an hourslong vote series, the Senate narrowly passed an amended version of Mr. Trump's rescissions request earlier Thursday, sending it to the House, which approved a larger package of cuts last month.

The Senate version is about $400 million smaller than last month's House version, after the Trump administration agreed not to cut funding for a global AIDS prevention program to alleviate some of the concerns of Republican dissenters.

Some senators also worried about the implications of PBS and NPR cuts for rural areas, where many residents depend on public radio stations for emergency alerts. The administration promised to find funding elsewhere to alleviate the cuts to the rural stations to win over critics.

In a statement, the president of the Corporation for Public Broadcasting said the decision to eliminate its federal funding will force many local public radio stations to shut down and have "profound, lasting, negative consequences for every American."

Though all but two Republican senators ended up supporting final passage, some said they had reservations about doing so, especially because they had not received details from the administration about how the broader cuts would impact specific programs.

"I suspect we're going to find out there are some things that we're going to regret," Republican Sen. Thom Tillis of North Carolina said Wednesday before voting for the package.

Republican Sens. Susan Collins of Maine and Lisa Murkowski of Alaska both criticized Congress, saying it was undermining its budget oversight role by ceding to the White House's, and arguing that any funding cuts should be sorted out during the annual appropriations process. Collins and Murkowski both voted against the package.

From Tokyo to Citi Field: Kodai Senga is a key part of baseball's international charge

-

 • From Tokyo to Citi Field: Kodai Senga is a key part of baseball's international charge

Katrina Samaan, CNNJuly 18, 2025 at 5:01 AM

NEW YORK, NEW YORK - MAY 13: Kodai Senga #34 of the New York Mets pitches against the Pittsburgh Pirates during their game at Citi Field on May 13, 2025 in New York City. (Photo by Al Bello/Getty Images) - Al Bello/Getty Images

When Kodai Senga takes the mound at Citi Field, he's not just pitching for the New York Mets. He's part of a rising wave of Japanese talent that's breathing new life into America's pastime – and drawing millions of new eyes on both sides of the Pacific.

In an interview with CNN's Jim Sciutto, the three-time NPB All-Star shared what the transition was like moving from Japan's Nippon Professional Baseball to Major League Baseball.

A new generation of talent — and fans

"Of course, there are differences when playing baseball in a different culture, so I think it's really important to think about it and study it well so that I can take advantage of the good parts of the baseball here (in the United States) and the baseball over there (in Japan)," he told Sciutto.

When asked what the hardest adjustment has been game-wise, Senga said, "It's definitely the ball, the ball is very different."

Known for his powerful fastball, the thirty-two-year-old pitcher holds a 7-3 record and 74 strikeouts across 77 innings this season alone. His performance has been instrumental in the Mets' strong pitching lineup – and their current first place standing in the National League East.

KANSAS CITY, MO - JULY 11: New York Mets Kodai Senga (34) throws a pitch between innings of an MLB game between the New York Mets and Kansas City Royals on July 11, 2025 at Kauffman Stadium in Kansas City, MO.
And even though he's heading to the injured list with Thursday's hamstring injury, Senga's fast adaptation – and his 1.39 ERA this season – is only one part of a much bigger story: A growing Japan-to-MLB pipeline that's sparking international viewership and cross-cultural tourism.

This season, 12 Japanese players appeared on MLB Opening Day rosters — the highest since 2012. The list includes not only household names like Shohei Ohtani and Yoshinobu Yamamoto, but fresh faces like Roki Sasaki and Shota Imanaga, who are redefining what a rookie campaign can look like.

The fan bases are also growing in numbers. MLB viewership has spiked on both sides of the Pacific this season: ESPN is up 22%, TBS 16%, and NHK in Japan is also up 22%. During March's Tokyo Series — where the Cubs and Dodgers squared off — over 25 million viewers tuned in, setting a new record for an MLB game broadcast in Japan.

The "Ohtani Effect"

The "Ohtani Effect" has been well-documented in Los Angeles over the last several years.

Japanese fans frequently flock to Dodger Stadium for a chance to see the dugout, the field, and even embark on Japanese-language tours to get a feel for the behind the scenes of the game.

Los Angeles, CA - June 16:Dodger fans crowd around the Dodger bullpen hoping for a glimpse of Shohei Ohtani before the start of the game against the Padres at Dodger Stadium on Monday, June 16, 2025. (Photo by David Crane/MediaNews Group/Los Angeles Daily News via Getty Images) - David Crane/MediaNews Group/Los Angeles Daily News/Getty Images

There are even new waves of tourism going straight to Japan itself.

JapanBall Tours, which takes fans from the U.S. to Japan for NPB games, has seen a 27% jump in social media followers this year and a 31% increase in newsletter subscriptions, according to the New York Times.

When asked if this influx of top talent to the US could hurt the Japanese league, Senga pointed to how change is actually a positive.

"We shouldn't stay the way we are just because things are changing but instead create a system where even if new players leave, the next generation can join in," Senga said.

It's not just players – the Mets themselves have a long history with Japan. They played in the first MLB Opening Day game overseas in 2000 at the Tokyo Dome. Back in 1996, they became the first team to play in both Japan and Mexico.

When asked if he'd like to finish his career in the US, the MLB all-star said, "if I could get a long-term contract, that would be my wish."

Fans pose for photographs ahead of the baseball game between Los Angeles Dodgers and Chicago Cubs in the MLB Tokyo Series outside of the Tokyo Dome in Tokyo on March 18, 2025.
Baseball may be the same game in theory – three strikes and you're out – but the cultural nuances are vast. But Senga points out the experience is actually more complementary than conflicting.

"Over here (in the United States) when the excitement hits, the fans cheer loudly, and you can really tell they're here to enjoy the game. While over there (in Japan) they enjoy the cheering itself almost as its own activity, so I think that's a different experience," he said.

With MLB's international player count at 265 across 18 countries and a growing share of that coming from Japan, the league is poised to raise the level of competition for international players.

For Senga, though, that does not affect his play. When asked if there is pressure to go up against another Japanese player like Ohtani, Senga said, "I think it's more the media and the people around me that makes a bigger deal that the (opposing) player is Japanese… For the players themselves, it's the same experience, whether you're able to stop the batter or not. So, I don't think it makes a difference."

And as for life in New York?

"If it's New York, pretty easy", Senga says when asked about finding good Japanese food.

Favorite spot? "I have several."
